Moving to a low carbon society requires pro-active decisions transform social and physical systems their supporting infrastructure. However, the inherent complexity of these leads uncertainty in responses interventions, critical societal role means that stakes are high. Techniques for decision making under deep (DMDU) have recently begun be applied context transformation society. Applying DMDU support necessitates careful attention system relationships (structural uncertainty), actions targeting leverage points relationships. This paper presents outcomes structured literature review 44 case studies which is infrastructure decisions. Around half found neglect structural entirely, no study explicitly considers alternative conceptions. Three quarters consider only parameters, shallow point transformation. Where deeper included, models unable represent transformative change interventions could effect. The lack lead misleading results complex poorly understood systems. some most effective routes achieving change. recommends greater applications
